The Recovery Programs under Resilient Frederick County (RFC) provide workforce related support for individuals in recovery from substance use disorder (SUD) and resources for employers who want to support recovery in the workplace.
Programs include job readiness training, self-guided tools, peer support, and employer education and recognition.

Recovery to Work Academy
6-Week Work Readiness Program for Individuals in Recovery
The Recovery to Work Academy is a structured, 6-week program designed for individuals with at least 3 months in recovery from substance use disorder (SUD). The Academy helps participants manage the challenges of maintaining recovery while preparing for and sustaining employment.
Next Session: January 9 - February 13, 2026
Recovery to Work Academy is a weekly, in-person program held every Friday from 12:00–4:00 p.m. at 200 Monroe Avenue, Frederick, MD. Participants who complete the program may be eligible to receive a stipend.*

Important Note: Seating is limited, and a selection process ensures participants are best positioned to benefit from the program. *Stipend availability depends on current funding.

Recovery Resource Guide
Explore Frederick County’s comprehensive directory of recovery and employment supports for individuals and families impacted by substance use disorder (SUD). The guide includes local and statewide services for treatment, mental health care, peer and harm-reduction programs, sober living options, employment assistance, and support groups.

Recovery is Good Business
Recovery is Good Business is a free monthly workshop series designed to help Frederick County employers build inclusive workplaces that support employee wellness, reduce costs, and expand access to new talent.
By adopting recovery-friendly practices, businesses can:
Support employees impacted by mental health or substance use challenges
Lower healthcare costs and absenteeism
Improve recruitment and retention
Build a more supportive and engaged workplace culture
What the Series Covers
Each 90-minute session focuses on practical tools and strategies employers can use to create and sustain a recovery-friendly workplace. The series is designed to help businesses of all sizes understand and address real workforce challenges.

Substance Use Awareness and Reducing Stigma
Overdose Response & Prevention
ADA Accommodations for Substance Use and Mental Health
Best practices for policy development, employee support, and leadership engagement
Resources available to businesses and employees in Frederick County
You are welcome to send different staff member(s) to different sessions based on the topic and their role.

Join us for Equipping Employers to Support Workers in Recovery, an interactive workshop designed to help executives, managers, HR professionals, and supervisors navigate the complexities of the Americans with Disabilities Act (ADA). This workshop will provide real-world strategies for implementing reasonable accommodations and fostering an inclusive workplace for individuals with SUD and mental health conditions.
Strategies for developing streamlined policies & procedures for small and mid-size businesses, including sample policies and forms
An action plan to align policies and maximize support for workers with SUD and mental health disabilities
Sample ADA checklists, policies, and accommodation request forms
In-depth discussions on accommodations for mental health disorders, substance use disorder (SUD), and Alcohol Use Disorder (AUD)
Access to local, state, and national employer resources
Beyond ensuring legal compliance, strong ADA policies improve recruitment and retention, creating a professional and welcoming environment for all employees, including those with disabilities.
Participation in this workshop will count toward your Recovery Friendly Workplace certifications and recertifications for current Recovery Is Good Business partners.
