Frederick County Workforce Service provides priority of services to Veterans in all Department of Labor job training programs. Your Local Veteran Employment Representative (LVER) and Disabled Veteran Outreach Specialist (DVOP) are partners in the One-Stop employment solution for businesses and job seekers. Our offices provide intensive services such as Case Management, Career Counseling, Transition Assistance, individual job development and referrals to employment. We can connect you with local programs that will pay for training, licenses and certifications in the field of your choice.
The Veterans Program offers assistance to Disabled Veterans, Homeless Veterans, Women Veterans, and Incarcerated Veterans. Local offices provide various training programs specifically designed to prepare veterans for civilian careers. We also provide access to veteran benefit information, assistance with applying for government jobs, and priority hiring through federal contractors.
Priority of Services for Veterans is limited to individuals with a minimum of 180 days of active military service. It includes the spouse of any veteran who died of a service-connected disability, was missing in action, was captured in the line of duty by a hostile force or forcibly detained or interned in the line of duty by a foreign government or power.

Transition Assistance Program (TAP)
Sponsored by the Department of Labor (DOL), The Department of Defense (DOD), The Department of Veterans Administration (DVA) and the Department of Homeland Security (DHS) for transitioning service members and their families. This three day workshop prepares service members for a smooth transition from active duty into civilian life. It provides pre-separation counseling, employment assistance, resume preparation, career counseling, benefits eligibility, relocation assistance, educational benefit counseling, medical and insurance coverage and retirement information. Veterans Workforce Investment Program (VWIP)
VWIP is a competitive grant program offered by the Department of Labor (VETS).
Funds disbursed through this program are intended to meet the workforce investment needs of veterans. It provides services to assist in reintegrating eligible veterans into meaningful employment. Services are provided through linkages and partnerships with other providers focused on the end goal of enhancing the employability of veterans. These services include training, apprenticeships, customized employment and referrals to supportive services for treatment, counseling and social services. More....
PROVET Healthcare
PROVET is a career focused market driven job development and placement program, designed for veterans, active duty military personnel, and spouses who have occupational skills in healthcare career fields. The scope of this program is to target specific proficiencies, such as nursing, radiology, respiratory therapy and phlebotomy. It is specifically designed to eliminate financial and/or educational barriers leading to certification or licensing. It will enhance and streamline employment opportunities and reduce Maryland’s critical shortage of healthcare professionals.
Homeless Veterans’ Reintegration Program (HVRP)
The purpose of this program is to provide services to assist in the reintegrating of homeless veterans into meaningful employment within the workforce. Funds are awarded on a competitive basis to State and local Workforce agencies, non-profit organizations and faith-based community organizations. Grantees provide an array of services utilizing a case management approach that directly assists homeless veterans and provides critical linkages to supportive services. The program is "employment focused" and veterans receive job placement, career counseling, resume preparation and supportive services such as clothing, housing, medical and substance abuse treatment. Incarcerated Veterans Transition Program
This program is designed to help veterans who are offenders that are at risk of homelessness to re-enter the workforce. It provides direct services through case management that links incarcerated veterans with appropriate employment and life skills support as they transition from a correctional facility into the community. In addition to employment services, focus is on "in reach" activities within correctional facilities to identify appropriate participants.
Uniformed Services Employment and Reemployment Rights Act (USERRA)
This Act was signed into law on October 13, 1994. Its intention is to minimize the disadvantages to an individual that can occur when that person needs to be absent from civilian employment in order to serve in the uniformed services. The law potentially covers every individual who serves in the military and applies to all employers in the public, private and government sectors. It also provides enhanced protection for disabled veterans, requiring employers to make reasonable efforts to accommodate the disability. Attention Employers: Hire Vets First!
This campaign was established as a national program to develop awareness among employers about the value of hiring veterans. Through this website, businesses are able to contact the local One-Stop Career Centers for assistance in connecting to and recruiting veterans. The President’s National Hire Veterans Committee is charged with raising employer awareness of the training and skills that veterans possess at all ranks and occupational specialties and of the ways to hire them.
